An NPC in Wychmire Swamp in Caledon Forest named Captain Bren sells these. When you use it, you can choose 1 of 3 types of turrets to place. He'll stand around for a minute allowing you to talk to him, and then he'll walk around for 10 minutes, during so you can't talk to him. edit: He sells them for 16 copper, and they're soulbound.
