why has the price suddenly skyrocketed? 17s? cmon

Also worth noting:  these are considered "trophies" and not materials, so they are not stored in the crafting materials section of your bank and require normal bank space to store.  They do stack, though.

While there is no way to farm these items per say I made a video on exactly what to look for on the auction house to buy for your greatest chance of getting a Glob of Ectoplasm while spending the least possible amount of money.

It's still gambling but at least it's smarter gambling.

I still don't understand why people make videos for information like this.  So many people make 3-5 minute videos for something that can be summed up in two or three sentences.  If you don't want to spend 3m 46s watching the video linked above, here you go:

- Buy whatever random rares you can find that only cost as much as a single glob is selling for on the TP.  Use Black Lion Salvage kits if you have them, or Master's if you don't.  Sell your results on the TP.

I just saved you 3 minutes and 40 seconds of your life.  (Also, note that the cost of the salvage kit and the TP tax isn't factored into the video, so a better rule would be buy a rare that is 62 copper and 15% less than the cost of a single glob on the TP.  Of course, the fact that you might get 2 or 3 globs sometimes will help offset this.)

Acquisition

• Salvaging various rare and exotic items with a level requirement of 68 or higher can yield 1 to 3 Globs of Ectoplasm.
• Use Master's Salvage Kit for the best chance of salvaging an Ectoplasm.

you get these by salvaging yellow (rare) and orange (exotic) gear level 70 or higher. master salvage kits give highest drop rates.

You can get em by salvaging Yellows, I got one from a lvl 76 yellow as well. Sometimes you get 2 ectos at a time by salvaging.

Does it matter which kind of salvage kit you use?  Ectoplasm isn't considered an "upgrade" to be recovered, right?  

Also, is it a 100% chance or does it fall under that 10% chance to salvage a rare materials? 

It's the % chance to salvage a rare material.  Which means even a Black Lion Kit still only gives a 50% chance to get ANY globs.  However, you may get between 1 and 3 globs this way with rares, or 1 and 5 with exotics.

Ecto's can be obtained through salvaging exotic "orange" armors and weapons using a masters salvage kit. Your chance are low, but that is how they are currently obtained.
