@kajakeen: It does not seem to be made by any of the crafters. As of writing this comment, the only ways to get the rune seem to be:
1. Get an armor drop with this rune ( _____ of the Dolyak). Then use the Black Lion Salvage Kit to get a 100% chance to keep the rune when salvaging.
2. Buy it off the Auction House
3. Using 4 runes in the Mystic Forge and hoping to get lucky - 4 Major runes have ~20% to promote to a random Superior rune, 4 Superior runes give a random superior rune

@Jearr: A flat 30HP/s. It is not affected by the Healing statistic.

And what kind of regeneration does it offer?

Would love some more info on this, like who makes it and what kind of material does it require?
