Instead of directly farming these another great way to get them is by opening the "Moldy Bags" in the game. These have an extremely good chance of giving you a fine crafting material (a blue one, like this one) and are rather cheap on the Trading Post. Usually ranging from 20 - 50c a bag, depending on the type of bag.
While you won't get rich buying bags, opening them and selling the reagents on the Trading Post you definitely will be able to stock up your collectibles tab at an insanely fast rate. Here are a list of all the bags in the game so you know which type you'll need to buy for whatever item you're after.
Agreed, I have tried killing the mentioned Barracuda, and they don't drop for me nearly as much as other folks are saying they do. I've also had them drop off of the Jellyfish around there, with just about the same luck.
I also tried farming the Krait in WvW, as they are 80+ and krait have chance of dropping scales but while I did get a ton of Large Scales, I didn't get a single Armored Scale.
I have found that, if I kill just one barracuda at a time, the drop rate was extremely low.
As a guardian, I was equipped in complete magic find rare gear with the Superior Runes of the Pirate x 5 and Superior Rune of the Traveler x1, I also popped a Magic Find Booster and Spicy Pumpkin Cookie. So, all in all Cookie is +30% MF, Booster is +50% MF, set is +18% MF, and Runes +60% MF to total around 158% MF (if my calculations on the runes are correct, anyway). As my 7 and 8 skills, I had the hammer and sword that would fight with me. My strategy, was to go through and gather about six of them, and when I stopped, they'd start attacking. Those six would turn quickly into 10-14 depending on how many times the decided to call for help. The moment they attacked, I'd pop both the sword and the hammer. If I went down, I would almost instantly rally until they were all dead.
In roughly two and a half hours of doing this, resting until my hammer and sword reset before gathering another batch, I got-
Enough Tail Fins to get me 1.5g at the vendor
153 Large Scales
33 Armored Scales
Enough blues and greens to fill all my bags (105). Sorry, I didn't count, nor did I keep track of what they salvaged into.
Three golds, equaling 4 globs of ectoplasm and three orichalcum ore.
So, I can confirm that this method does, indeed work if you work it right. :) And thanks to the kind soul who uploaded the screenshot telling me exactly where these little beasties are located, I was able to not get lost once I discovered that waypoint.
I will also confirmed, that they do indeed drop of Barracuda near Dimotiki Waypoint. I was there for about an hour and ended up with 10 Armored Scales and 70 Large Scales. I also had about 100% magic find on from food + Booster item.
I had one drop from the blue oozes directly north-west of Meddler's waypoint in the Cursed Shore. I'm sure, like all other tier 6 materials, this one will also drop quite rarely.

Tail Fins (Common)
Large Scale (uncommon)
Armored Scale (Rare)
and I used complete set of MF with food and guild banner.
There has to be a better spot please post if you find one.
